Comparing national and local test scores
Here we compare two standardized tests, the WASL and ITBS, at the state level and at the district level. The visual finding is very interesting: the WASL scores tended upward while the ITBS scores stayed flat. Since the ITBS is nationally-normed, you can infer that better WASL scores were a result of changes in the state test, not improved math instruction.
