The State of Washington keeps a detailed database on DUI offenders. One of the pieces of this database is a question that is asked of every DUI offender: "Where were you drinking before you were pulled over." Clearly, the SODO area and Pioneer square produce the most DUIs, though Earl's on the Ave is doing its best to keep the U District in the running.
